This particular chart of the United States of America is called The Sagittarius Rising Chart and is calculated for Thursday, July 4, 1776 in Philadelphia, Pa. It was originated by Ebenezer Sibly, an 18th century physician and astrologer. Supposedly it is the time and place of the ratification of Declaration of Independence by the 2nd Continental Congress.

The trines (thin blue lines) between these two planets shows that these goals functions are easily imagined.
